The College’s legal status stems from the Further and Higher Education Act 1992, as amended by the Learning and Skills Act 2000. The 1992 Act established the College as an independent corporation, with exempt charity status.

As a result, legally, the College’s Corporation Board is responsible for how the College is run but within the framework of the 1992 Act, as set out in the Instrument and Articles of Government.

How The Institution Is Organised

The Corporation Board has a number of committees whose role it is to assist it by considering issues in detail and making recommendations to the Board. The terms of reference for the Corporation Board and its committees and membership can be downloaded here.

The College is managed by the College Leadership team, led by the Principal and Chief Executive. In conjunction with the Governors, they are responsible for key decisions of direction, investment and policy within Blackburn College, Blackburn Sixth Form and the University Centre at Blackburn College.
