Blackburn College is fully responsible for its own management, administration and governance. The 1992 Act established the College as an independent corporation, with exempt charity status. As a result, legally, the Colleges Corporation Board is responsible for how the College is run but within the framework of the 1992 Act, as set out in the Instrument and Articles of Government.
